Korea's AI textbooks lost their status as certified textbooks

A 2025 law amendment reclassified Korea's AI digital textbooks from certified textbooks to teaching materials.

The classroom note

A teacher opening the new AI digital textbook (AI디지털교과서, AIDT) in an English or maths class in 2025 was using a tool whose formal status shifted under it within the year. On 14 January 2025 the Ministry of Education's 2025 Work Plan (2025 교육부 업무계획) announced AIDT would be introduced that year for English, mathematics, information, and elementary special-education Korean (grades 3-4), alongside training for 11,500 lead teachers and 66,000 general teachers. Mid-year the ground shifted: the Elementary and Secondary Education Act was amended, promulgated 14 August 2025 (공포 2025.8.14), redefining "textbook" and "teaching material" directly in statute.

What the evidence says

The consequence surfaces in the government's own record of its 50th State Council meeting on 18 November 2025: the briefing states that "지능정보화 기술을 활용한 학습지원 소프트웨어" ("learning-support software utilizing intelligent information technology," the legal term for AI digital textbooks) had its status changed "교과서에서 교육 자료로" ("from textbook to teaching material"), and that the decree's provisions on textbook certification and pass announcement for that software were therefore deleted, since a "teaching material" does not carry the certification the old law required of a "textbook." Both are official records, not commentary; neither measures how the change affected a classroom, and neither states why the reclassification happened.

The implementation question

Translate the legal shift: a certified textbook (교과서) in Korea goes through Ministry certification and a "pass announcement" before classroom use; a teaching material (교육 자료) carries no such requirement. A tool rolled out in January as part of official curriculum now sits, after August, under a lighter administrative category — the same software, a different set of guarantees attached to it. For a school or family treating "certified textbook" as a marker of vetting, that marker no longer applies to AIDT after 14 August 2025; whatever assurance a "teaching material" carries instead is a separate question these documents do not answer.

What holds and what fails

What holds, verified directly from the state's own record: the promulgation date of the amendment, the fact that AIDT's status moved from textbook to teaching material, and the fact that the textbook-specific certification procedure was consequently removed from the decree. What is not established: why the reclassification happened, whether it changed how any teacher or student actually used the tool, or whether a lighter category means fewer safeguards in practice rather than only on paper. Readers should treat "no longer a certified textbook" as a documented legal fact, not a verdict on the tool's quality, which neither source addresses.
